Can I have an Heir and An Heiress who both live alone (one to train, one to hide) and have an empress who lives on the planet?

I wouldn’t have an heir and an heiress - especially since while there can be multiple tyrian bloods, only one is the heiress.  They have to pretty much duke it out to win over Gl’bgolyb, and usually, the Empress would be off conquering other planets and not at home.  If she was on the planet then there wouldn’t really be a need for an heir/heiress.
